Undercover agents have busted a massage parlor in Winter Park that investigators say is a front for prostitution.
The Metropolitan Bureau of Investigation has been looking into the Happy Panda Day Spa, 1301 W. Fairbanks Ave., for at least eight months after receiving complaints.
When agents started looking into the allegations, they saw online customer reviews that indicated the business was offering sex for money, documents show.
On Wednesday, a masseuse was arrested after she offered to perform a sex act on an MBI agent for $140, an arrest report states. The agent already had agreed to pay $80 for a traditional massage.
The agent told the woman he had to get cash from an ATM, and other agents arrested Jian Zhang, 50, when he left the building and gave a signal.
Another masseuse, He Ping Su, 39, was arrested Wednesday on a charge of practicing a health-care profession without a license. She was not implicated in prostitution.
Agents have made other prostitution arrests at the spa this year, records show.

I hate to see thus happen. But, wait a minute: was it really an online client review or LE "after receiving complaints"? Then, were the complaints from a disgruntled client or a busy body neighbor?
The 8-months investigation does not surprise me. I have read about 24-months investigations in this state.
I also wonder why the owners thought they could stay re-opened if they were busted earlier "this year".
